If chapters contact you saying they are unable to submit their invitation and they can only "save" them (meaning they do not have a "submit" button), this means you are in Continuous Bidding mode.
To check if you are in Continuous Bidding mode, follow these steps:
1. Click on "Setup" on the left-side navigation bar.
2. Click "Site Setup" and then "Configuration."
3. The very first setting is "Accept Continuous Bidding," and if it's turned to "Yes" then you will need to change it to "No."
4. Make sure to "Save" your changes.
Once you make this change, the chapters should have a submit button. Note that you will not be able to verify unless you view as a chapter (you can do this by going to Setup > Site Setup > Chapter List and clicking on one of the chapters.
From the Council Admin view, if you go to "Edit Invitations," there is never a "Submit" button. You have to “view as” the chapter or submit on the "Clear Chapter Submit Flag" page.
